County Borough Supplies is a joint supplies service, established in 1996, by the County Borough Councils of Bridgend, Caerphilly, Merthyr Tydfil and Rhondda Cynon Taf.
The organisation forms part of the purchasing and supplies structures of each respective authority, providing a local partner-supplies facility for a comprehensive range of goods required by the schools, direct services and all other authorities' corporate and front-line services.
The product portfolio provided by the Joint Service, facilitating a single-source supply partner, is comprehensive to meet the needs of the broad customer base and includes educational curriculum, office, residential, janitorial, personal safety and protective equipment, catering (non-food), papers and stationery, with a current catalogue range exceeding eight thousand products.
The core-customer base is the four managing authorities' schools and other service providers, with a significant and increasing expansion of supply arrangements to the independent, further and higher education, police authorities and other local authorities sector. In practical terms, the existing customer portfolio contains 1,700 individual service-users incorporating a site-delivery base which exceeds 3,000 accounts.
The annual turnover of the Service is in excess of GBP 5 million.
The organisation structure comprises five inter-dependant operational units, Purchasing, Customer Support & Sales, Marketing, Storage & Distribution and Information Technology & Support Services, with an organisation staff complement of thirty three posts. The majority of staff and all new staff appointments are contracted on behalf of the Joint Service with the host authority for the organisation, Bridgend County Borough Council.
We are looking to recruit a Buyer who will work as an effective team player in a professional purchasing department, managing frameworks across a range of product groups.
A minimum of 3 years experience working in either public or private sector procurement department, undertaking a range of contracts is essential.
A sound working knowledge of EU and other procurement legislative frameworks and risk management coupled with excellent numeracy, IT and communication skills are also essential.
Membership of the Chartered Institute of Purchasing and Supply or a recognised professional qualification incorporating study of procurement is also desirable.
