Our ambitious remodelling programme and change agenda is well under way as we continue to progress our aim of commissioning services which promote the principles of choice, co-production, independence, empowerment, opportunity, dignity and respect. The post holder will have be responsible for taking forward the directorates commissioning priorities and lead commissioning and contracting activity in order to modernise Social Care services and enable the Council to commission high quality and outcome focused services, which offer value for money.
The post holder will work closely with the Corporate Director of Social Services, Heads of Service and other Group Managers to take forward the directorates commissioning and contracting requirements for children and adults social care services. This will include leading on reviews of commissioned services and the development of service specifications, contracts, tender documentation, quality assurance and contract monitoring mechanisms.
Working alongside senior managers across Social Services and social work teams, the post holder will be instrumental in taking forward and embedding cultural change within the directorate. The post holder to taking forward and overseeing the implementation of specific projects which will support the council in commissioning more outcomes focused and financially sustainable responses to individual need.
This post is central to our ability to effectively plan and deliver sustainable and modern services through proactive commissioning solutions, so that services continue to be responsive and flexible to current and future needs and demands. The post holder will support the development of joint commissioning and partnership arrangements by maximising opportunities afforded by existing joint arrangements and regional working as well as the integrated approach with the NHS in order to achieve better and more effective responses to individual need.
Proving overall leadership to the Commissioning, Contracts and Contract Monitoring team, the post holder will be expected to process and use specialist, in depth knowledge and experience in areas of strategic commissioning, contracting, purchasing, service remodelling, provider management, performance management and implementing cultural change in order to deliver the key areas of responsibility.
